I tried to replicate the type of foil used on Classic American Pokemon cards (Base Set, Jungle, and Fossil) and made a pic to apply it to to see how well it works. I think it works pretty well.
I mainly pixeled out the stars in Paint, then I used a Plasma sheet from GIMP and applied different brightnesses to it and applied them to random stars and finally the background. Then, with GIMP, I blurred them, used a "make seamless" effect, then played around with the brightness and contrast until it looked right.
The process of applying it to the image required darkening the foil sheet AND the background of the image, setting black to alpha on the foil, and copying and pasting it to the image's background. Afterward, I added contrast.
